ajor WI Newton of Norfolk was a career officer with the U.S. 2nd Dragoons, forerunners of the U.S. Cavalry and served in Florida, Mexico, and various Western posts. He served in the Seminole Indian Campaign, Mexican and Civil Wars and died of disease contracted through exposure. As an officer, he was sent to study cavalry tactics at France's Saumur Cavalry School about 1838-1839. Accompanying him were General William J. Hardee (commander of the Army of Mississippi) and Captain Lloyd J. Beall (later, the only commandant of the Confederate Marine Corps). œThe officers were to complete the course of instruction offered at Saumur in one year and, upon their return, were to introduce French practices into the American service.
In 1867 and 1868, he and his wife toured parts of North Europe and Africa and were accompanied by their daughter, "Nina" (Cornelia). Part of the reason for the trip was for Major Newton to renew contacts with calvalry officers he had known at the Saumur Calvalry School. A letter from his wife to their daughter "Bessie" (Elizabeth) written from Algiers in 1868 indicates that Nina spent part of her time there sewing a "walking suit."

He was graduated second in his class at the United States Military Academy, July 1, 1842, and was commissioned second lieutenant of engineers. Prior to the Civil War, he served as assistant to the Board of Engineers, as instructor at West Point, and on fortification, lighthouse, and river and harbor work. Newton was a handsome man of commanding presence and pleasing personality. From early manhood he was a devout member of the Roman Catholic Church. He was awarded the degree of LL.D. by St. Francis Xavier College in 1886, and was a member of the National Academy of Sciences and an honorary member of the American Society of Civil Engineers. He iplanned and executed the work of removing the obstructions in the channel at Hell Gate, NY, which after seven years was accomplished by one explosion on 24 Sep 1876, when his two-year-old daughter Mary touched the button releasing the spark at the mine.
