Descendant of George Newton who was living in lower Norfolk County as early as 1670. His great-grandfather was educated in England and was the first mayor of Norfolk chosen by the council under the charter, and his father was a colonel of militia and a member of the House of Burgesses and of the committee of safety. Thomas was educated at the College of William and Mary and studied law privately in Norfolk. Elected to Congress as a Republican and took his seat on Dec. 7, 1801 (32 yrs in Congress and was familiarly denominated œFather of the House).

Oldest son of Robert Tucker I, who succeeded John Hutchings as mayor of Norfolk in 1738 and was again mayor in 1749 and 1759.œRobert Tucker, merchant, was appointed an alderman in the charter of the Borough of Norfolk, dated September 25, 1736. He at one time had 21 living children; but now no male descendant bears his respected name. The names of Robert Tucker and of Robert Tucker Jr appear among the œSons of Liberty, as signers to the resolutions adopted in opposition to the Stamp Act, March 31, 1766. John Hutchings (1691-1768), a son of Daniel Hutchings, a mariner, and a grandson of John Hutchings of "Pembroke Tribe" Bermuda, succeeded George Newton as mayor of Norfolk and was again mayor in 1743 and 1755. He is buried near the south gate of St. Paul's Churchyard. He was one of the eight men who became Norfolk's first aldermen in 1736, typical of solid citizens who were responsible for the town's pre-Revolutionary prosperity.He was a member of the Sons of Liberty; wounded and taken prisoner in Princess Anne County while serving with the militia.,
